GermanWatch and the Clean Action Network (CAN)-Europe released the 2009 Climate Change Performance Index at the UN FCCC conference in Poznan, Poland.

GermanWatch left the top three rankings empty, saying that "due to the lack of will to engage themselves more strongly to avoid dangerous climate change, none of the countries achieved positions one through three."

Countries four to ten include: Sweden, Germany, France, India, Brazil, the UK, and Denmark.

The USA, Canada and Saudi Arabia came last out of 60 countries ranked.

The 60 countries ranked account for 90% of the world's emissions. GermanWatch and CAN-Europe's rankings are derived from estimates of each country's emissions trends (growth), current emissions levels, and climate policy.
